The main reason Letty was brought to life was, because she saw one of the original cast members from The Fast and The Furious and Fast and Furious 4. I still believe that Jesse is still alive, because we never saw what happened to him off screen. Jesse and Leon should be the ones to resurface as the main villains for Furious 11 going after Dom, Letty and Mia for abandoning them after the events of the first movie. I wouldn't be surprised if Cipher was connected to Arturo Braga during events in 2009 and was aware of Dom and Brian's mission to bring the drug lord down. Hey, maybe Mr. Nobody sent Gisele to work for Braga in order to get the attention of Cipher, but we'll have to wait until 2025/2026 to get some of those answers in Furious 11. They better have a really good explanation on how Gisele survived and why she went into hiding.

So far I don't think there's much reason to have the plot point about Starlight bullying her as a child. It doesn't make her sympathetic when she's this loathsome. Could just about have made her a straight parody character and it wouldn't have been that different. But maybe they'll build on that plot point in future episodes.
